Despite all of the above, the People’s Survival Fund for the General Appropriations Act of 2013 was placed under UNPROGRAMMED FUNDS. It waits for government savings and new sources of income in order to support much-needed activities for local climate-proofed plans.
Now, the 2014 General Appropriations Act is under deliberation. WE, THEREFORE, DEMAND THAT PHP1 BILLION BE ALLOCATED AS PROGRAMMED FUNDS FOR THE PEOPLE’S SURVIVAL FUND IN THE 2014 GENERAL APPROPRIATIONS ACT TO FINALLY MAKE THE PSF OPERATIONAL.
